Automated folder creation and naming

Does anyone know of a program or batch file that can automatically take a group of files in a folder and put them into newly created folders that are named the the same as the file minus the file extension? I've been searching but I can't seem to come up with anything. Even a file explorer replacement that lets me right click and insert into a newly created folder would be great.

Any help is appreciated.

I can't think of that task as being very common, so don't expect to find a quick and dirty solution readily available.

I think it's possible to do it though.At work we use an application, written in the Delphi programming language, that amongst other things do something like that.
