Looking for DVD design software...

I am working on burning some DVDs of family events in memory of a few of our recently passed relatives and wanted a software that will allow me to make customer DVD title menus and title menu templates that can have borders, background video and/or still shot slideshows, and title menu audio as well as able to do the same for scene selection and extras.

I was wondering if the software Xilisoft DVD creator might be able to do that or if you know of any software that would do all of that.
